Das Institut gratuliert seinem Honorarprofessor für Humanitäres Völkerrecht, Botschafter Dr. Dr.h.c. Erich Kussbach, LL.M. (Yale), herzlich zum 90. Geburtstag!

Der Name Erich Kussbach ist untrennbar mit der jüngeren Entwicklung des Humanitären Völkerrechts verbunden.

Er leitete 1974-1977 die österreichische Delegation bei der Diplomatischen Konferenz über Humanitäres Völkerrecht in Genf, die die beiden Zusatzprotokolle 1977 zu den Genfer Konventionen 1949 hervorbrachte, und war Vizepräsident dieser Konferenz. 1992-1996 war er Präsident der durch Art 90 des I. ZP 1977 geschaffenen Internationalen Humanitären Ermittlungskommission. Der am 5. Mai 1931 in Budapest Geborene beendete seine beeindruckende Karriere im österreichischen Außenministerium 1993-1996 als österreichischer Botschafter in Ungarn. Schon im Ruhestand, war er 2001 bis 2017 Mitglied der Schiedsinstanz für Naturalrestitution für Vermögen, das während der NS-Zeit 1938-1945 eingezogen worden war (die Schiedssprüche sind in einer 7-bändigen Reihe, von Erich Kussbach mit herausgegeben, erschienen).
Von seiner Bestellung zum Honorarprofessor an der JKU im Jahr 1995 an bis zum Jahr 2012 hat er die Erfahrungen eines Zeitzeugen der Entwicklung des humanitären Völkerrechts mit unseren Studierenden und uns geteilt; daneben war er auch noch bis 2008 an der Katholischen Pázmány Péter Universität Budapest Professor für Völkerrecht. The Institute congratulates Honorary Professor of International Humanitarian Law, Ambassador Dr. Dr.h.c. Erich Kussbach, LL.M. (Yale), on his 90th birthday!
The name of Erich Kussbach is closely linked with the contemporary development of International Humanitarian Law: From 1974 to 1977 he served as Head of the Austrian Delegation at – as well as Vice-Chairman of -- the Diplomatic Conference on International Humanitarian Law which gave birth to the 1977 Addidtional Protocols to the 1949 Geneva Conventions. From 1992 to 1996 he served as Chairman of the International Humanitarian Fact-Finding Commission established pursuant to Art 90 of AP I 1977. Having himself been born in Budapest on May 5th 1931 he concluded his distinguished career with the Austrian Foreign Ministry as Austrian Ambassador to Hungary from 1993 to 1996 Already in retirement, he continued to serve until 2017 as a member of the Arbitration Panel for In Rem Restitution of property confiscated during the NS rule 1938 to 1945 (the Arbitral Awards have been published in 7 volumes, co-edited by Erich Kussbach).
From his appointment as Honorary Professor at JKU in 1995 until 2012 he shared his experience as an eye-witness of the development of International Humanitarian Law with our students and with us; besides, he taught Public International Law as a Professor at the Catholic Pázmány Péter University of Budapest until 2008.
