Crisis Management 2.0 - Include Incentives?

Austria placed among the most highly infected countries and sadly, the countries with one of the highest death tolls as well (passing away from or because of the coronavirus). There is much room for improvement, especially when it comes to the way management has been coping with the crisis situation. One of the biggest problems is complying with the requirements to maintain distance, wear a mask, go get tested, and the next problem will most likely be getting the vaccine. What can the government and the administration learn from change and innovation management, which in itself was designed for companies? From an economic perspective, does an incentive system make sense?
