Under the direction of Manfred Rotter, a research institute for European law was created at the JKU in 1990. In 1998, the research institute became a regular institute at the Faculty of Law. Manfred Rotter was head of the Institute for International Law and International Relations for many years, retiring in 2004.

In addition to European Union law, his great academic and scientific interest lay in international law and security policy. Rotter was also an analyst and commentator in these fields, thus playing a key role in public discourse.

JKU Rector Meinhard Lukas remarked, "The Johannes Kepler University of Linz bows before a great thinker and expert in legal matters. Manfred Rotter's outstanding work will be forever in our memories. Our deepest condolences are with his family."
